Bidding notice for emergency shelter of Santaishan Forest Park in Suqian

Suqian Santaishan Forest Park emergency shelter of Suqian Santaishan Tourism Development Co., Ltd. has met the bidding conditions. Now the project is open to tender and the bid winner is selected.

1. Project overview and bidding scope

1.1 project location: Santai Mountain Forest Park, Suqian City

1.2 project scale: the total investment is about 3.8 million yuan

1.3 construction period: 90 calendar days

1.4 quality requirements: qualified

1.5 payment time and method of project progress payment: the project payment shall be made according to the project image progress, and 20% of the contract price shall be paid when 50% of the total project quantity is completed; 80% of the contract price shall be paid after the completion acceptance, and the remaining payment shall be paid after the completion of cost audit and the expiration of defects liability period without quality problems.

1.6 the bidding project is divided into one bid section. The division of bid section and the corresponding bidding contents are as follows: emergency shelter of Santaishan Forest Park in Suqian. The specific contents are shown in the drawings and all contents in the bill of quantities.

1.7 the bidding control price of the project is RMB three million seven hundred fifty-two thousand four hundred and ninety-one point twenty-two (￥: 3752491.22 yuan).

2. Qualification examination method

The bidding of the project adopts the post qualification examination method: qualification system.

3. Bid evaluation method

The project adopts evaluation method: reasonable low price method;

4. Qualification requirements of the bidder

4.1 have the ability to sign contracts independently;

4.2 type and grade of enterprise qualification: enterprise qualification of municipal public engineering construction general contracting grade III or above;

4.3 registered major and qualification level of project leader: with the practicing qualification of class II or above registered constructor of municipal public engineering specialty, and with safety production assessment certificate (class B certificate);

4.4 consortium is not accepted in the project;

4.5 the enterprise has the conditions for safe production and obtained the safety production license (except for those not required by relevant regulations);

4.6 the project leader must meet the following conditions:

4.6.1 the project leader shall not be employed or practised in two or more units at the same time;

4.6.2 there is no project under construction after the change of project leader's right or wrong, or there is no project under construction after the change (the original contract period has expired and the date of change filing has reached 6 months), or the project has been shut down or cannot start on schedule due to reasons other than the contractor, and the unlocking procedures of the project leader have been handled, or the project leader has a project under construction, but the construction in progress and The project of this bidding belongs to the same project, the same project approval, the same construction site, and the total project scale is within the scope of practice of the project leader;

4.6.3 the person in charge of the project has no record of bribery, or has a record of bribery, but it has been more than 5 years since the record date;

4.7 the bidder shall not have any of the following circumstances:

4.7.1 it is the subsidiary organ (unit) of the bid inviting party without independent legal person qualification;

4.7.2 being the supervisor, agent, project manager of the bidding project, and providing bidding agency and design services for the bidding project;

4.7.3 being the same legal representative as the supervisor, agent and bidding agency of the bidding project, or holding shares or shares with each other;

4.7.4 having an interest relationship with the bidder that may affect the fairness of the bidding;

4.7.5 the person in charge of the unit is the same person or different units with holding or management relationship;

4.7.6 in the state of being ordered to suspend business, taking over property, freezing and bankruptcy, and the bidding qualification is cancelled or suspended and within the suspension period;

4.7.7 being restricted by relevant departments to undertake the project in the place where the bidding project is located due to arrears of wages of workers or quality and safety accidents;

4.7.8 the bidder has bribery crime and has been recorded in recent 3 years, or the legal representative has bribery criminal record and has not been more than 5 years since the record date;

4.8 the person in charge of the project to be assigned by the bidder must be the personnel of the unit, and the payment certificate of social endowment insurance or medical insurance for any one month handled by the company within 6 months before bidding shall be provided;

4.9 meet other conditions stipulated by laws and regulations.

5. Acquisition of bidding documents and other data

All interested bidders are requested to purchase bidding documents and materials from Jiangsu Jiaxing Project Management Co., Ltd. (No. 299, Century Avenue, Suqian Economic and Technological Development Zone) from 8:30, July 16, 2020 to 18:00, July 22, 2020. The price of each set is RMB 200, which is non refundable after sales.

6. Submission of tender documents

6.1 deadline for receiving tender documents and time for bid opening: 9:30, July 27, 2020;

Place of receiving and bid opening: meeting room on the first floor of the former Santaishan construction headquarters, 200m east of the intersection of Santaishan Avenue and Yulan Road;

6.2 the bidder shall submit the tender documents on site before the bid opening, and the tender documents shall be sealed well. There are 3 copies of tender documents, including 1 original and 2 copies. Requirements of the tender document: the form provided in the bidding document shall be used, filled in as required, bound according to the catalogue (adhesive binding), and sealed with the official seal of the unit.
