2. Qualification method

4. Bidder qualification requirements

4.1 Have the ability to conclude contracts independently;

4.2 Qualification category and level of the enterprise: it has the enterprise qualification of Level 3 and above for general contracting of municipal public works construction;

4.3 The registered professional and qualification level of the person in charge of the project: have the qualification of a registered construction engineer at level 2 or above in the municipal public engineering major and have a certificate of work safety assessment (Class B certificate);

4.4 This project does not accept consortia;

4.5 The enterprise has the conditions for safe production and has obtained a safe production license (except for those not required by relevant regulations);

4.6 The project leader must meet the following conditions:

4.6.1 The project leader shall not be employed or practiced in two or more units at the same time;

4.6.2 Whether the person in charge of the project has no construction in progress after the change, or the person in charge of the project has no construction in progress after the change (the original contract period must have expired and the change filing date has expired 6 months), or due to non-contractor reasons The construction project is suspended or cannot be started on schedule for some reason, and the project leader has gone through the unlocking procedures, or the project leader has construction in progress, but the construction in progress and the bidding project belong to the same project, the same project approval, Contracts issued in stages or construction in stages at the same construction site, and the total project scale is within the scope of the project leader's practice;
