Invitation for bids: Santaishan Nitian Village West Square Plot Renovation Project
Suqian Santaishan Tourism Development Co., Ltd. has approved the construction of the reconstruction project of The Plot of West Square of Nanaktian Village, the construction fund is self-raised, and has been implemented. The project has met the bidding conditions. Now, the reconstruction project of the plot of West Square of Nanaktian Village of Santaishan is subject to public bidding and the winning bidder is selected.
1. Project overview and bidding scope
1.1 Project location: Located in Jiangsu Santaishan National Forest Park
1.2 Project No. : JSLX[2020]011
1.3 Project scale: Mainly carry out the construction of the square floor brick paving, grass-roots treatment, square lighting and monitoring installation, rainwater engineering, new carport, original carport demolition, etc., as detailed in the bill of Quantities and drawings.
1.4 Maximum price: 1674192.87 Yuan.
1.5 Construction period: 60 calendar days.
1.6 Quality requirements: qualified.
1.7 Time and method of payment of progress payment: the project payment shall be made according to the progress of the project image, and 20% of the contract price shall be paid when 50% of the total project amount is completed; 80% of the contract price shall be paid upon completion and acceptance of the project. The rest shall be paid after the expiration of the liability for hospitality defects without quality problems and the completion of the cost audit.
1.8 The bidding project is divided into one bidding section. The bidding section division and the relevant bidding contents are as follows:
It mainly carries out the construction of the square ground brick paving, basic treatment, square lighting and monitoring installation, rainwater engineering, new carport, original carport demolition, etc. For details, please refer to the bill of quantities and drawings.
2. Method of Qualification Examination
The bidding for this project adopts the post-qualification examination, and the qualification examination method is: the qualification system.
3. The bid evaluation method
This project adopts bid evaluation method: reasonable low price method. See chapter 3 for the criteria and methods of bid evaluation.
4. Bidder qualification requirements
4.1 Have the ability to independently conclude contracts;
4.2 Enterprise qualification category and grade: enterprise qualification level 3 or above for general contracting of municipal public works;
4.3 Registered specialty and qualification level of project leader: certified constructor of municipal public Engineering major at or above level 2 and certified production safety Assessment Certificate (Class B Certificate);
4.4 Joint bid will not be accepted;
4.5 The enterprise shall have the conditions for production safety and obtain the production safety license;
4.6 The project leader must meet the following conditions:
4.6.1 The project leader shall not be employed or practice in two or more units at the same time.
4.6.2 project director is after the change of projects under construction, or the project director is changed under construction engineering (must be the original contract period is full and change the record is full on the day of 6 months), or for the contractor to any reason project shutdown or non-start, and has the project director unlock the formalities, or project director of projects under construction, but the projects under construction and the tendering projects belong to the same engineering project, the same project approval, the same construction site section contract or installment construction situation and the overall project scale within the project scope.
4.7 The bidder shall not have any of the following circumstances:
4.7.1 It is the subsidiary institution (unit) of the tenderee without independent legal person qualification;
4.7.2 Providing the supervisor, agent builder and project manager of the project, and providing bidding agency and design services for the project;
4.7.3 If both the supervisor, agent builder and procuratorial agency of the project are legal representatives, or the two parties hold or participate in shares;
4.7.4 Interests with the tenderer may affect the impartiality of tender;
4.7.5 The person in charge of the unit shall be the same person or different units with shareholding and management relations;
4.7.6 The bidder is in the state of being ordered to suspend business, property being taken over, frozen or bankrupt, and the bidding qualification is cancelled or suspended and within the suspension period;
4.7.7 Those who are restricted by relevant departments to undertake projects in the place where the project is subject to tender due to unpaid wages of workers or quality and safety accidents;
4.7.8 The bidder has committed a criminal act of bribery within the last 3 years and has been recorded, or the legal representative has a criminal record of bribery and has not been more than 5 years since the date of record.
4.8 The authorized entrusting party of the bidder's legal representative and the project leader must be the staff of the bidder and provide the payment certificate of social endowment insurance or medical insurance of any one month that the bidder has handled for him within 6 months before the bid.

5. Acquisition of bidding documents and other materials

7. The bidder is not accepted to participate in the bidding
7.1 The bidder has violated laws and regulations and is disqualified from bidding according to law and the time limit has not been reached;
7.2 The administrative department of bidding and tendering has published the restrictions and the limit period has not been reached due to the illegal and illegal behaviors in the tendering and bidding activities;
7.3 Other circumstances in which bidding is prohibited in accordance with relevant laws and regulations.
