Suqian Santaishan Scenic Area Management Co., Ltd. organizes competitive negotiations on the investment attraction of outdoor catering spots, and welcomes potential interested businessmen to consult and register. The relevant matters are hereby announced as follows:


I. Project name and serial number


Project name: Outdoor catering spots in the scenic spot for rent

Ii. Brief description of the project


Santaishan Scenic Area plans to rent out its internal and outdoor catering spots with a three-year lease term and a total of 8 alternative spots. Prospective buyers shall buy mobile electric catering vehicles that meet the requirements of the scenic area and put them into operation at the above spots. The maximum number of dining cars operated at the same time shall not exceed 6. The scenic spot only provides the necessary site, the rest is not provided. Dining car style, operating variety and price to be confirmed by the scenic spot. See specific investment attraction requirement in negotiation document.


3. Qualification requirements for intention business


(1) To comply with article 22 of the Government Procurement Law of the People's Republic of China and in accordance with the Regulations for the Implementation of the Government Procurement Law of the People's Republic of China:


1. Business license, tax registration certificate and other supporting documents of legal person or other organization (" three certificates in one "shall be provided with" business license ", and the institution shall provide with legal person certificate of the institution);


2. Annual financial status report of 2018 or 2019 (means audited financial report or credit certificate issued by the bank, not required if the intended business has been established for less than one year), and insurance payment certificate of the employees;


3. A written statement that there is no record of material violation of law in business activities within 3 years prior to participation in government procurement activities (counted from the date of issuance of competitive consultation documents);


(ii) The prospective supplier shall provide the company's food business license;


(3) The intended trader is not included in the list of persons subject to breach of trust, the parties involved in major tax law cases, and the list of records of serious law and breach of trust in government procurement (the result of "Iv. Credit Information of the intended trader" in this announcement shall prevail). If the person in charge of the unit is the same person or there are different interested parties with direct shareholding and management relationship, they shall not participate in the procurement activities under the same contract. Otherwise, the application for consultation will be rejected.


(4) The intended bidder shall pay a bid security of 50,000 yuan only, which shall be converted into a performance security after winning the bid. If the bidder fails to win the bid, the bid security shall be returned after the conclusion of the negotiation.


Iv. Bid evaluation methods


This project adopts the comprehensive scoring method. Detailed details are detailed in the bid assessment method of the negotiation document.
