Suqian Santaishan Tourism Development Co., Ltd. has approved the construction of the investigation and design project of Santaishan Ruins Memorial Park in Subei Da Da. The construction fund is self-raised and has been implemented. The project has met the conditions for bidding. Now, the survey and design project of the Santaishan Ruins Memorial Park in Subei district is open for bidding and the winning bidder is selected.

1. Project overview and bidding scope

1.1 Project Location:

Located in Suqian Santaishan National Forest Park

1.2 Project Scale:

Investigation and design project of Santaishan Ruins Memorial Park in Subei, covering an area of about 30 mu.

1.3 Design cycle: The survey report and scheme design results shall be submitted within 15 working days after signing the contract, and the construction drawings shall be submitted within 25 working days after the scheme design results are approved (the above time does not include the approval or review time).

1.4 Quality requirements: meet the requirements of national technical specifications, standards and specifications, reach the depth required by the design assignment, and can pass the review of relevant departments.

1.5 Time and method of payment of design service fee: 30% of the contract price shall be paid after the scheme design is approved; 70% of the contract price shall be paid after the construction drawing design is approved; 100% of the contract price shall be paid after the completion acceptance.

1.6 The bidding project is divided into one bidding section. Block division and the corresponding bidding content is as follows: crime scene investigation (including measurement, geological hydrological survey, field pipe network screening, etc.), theme pavilions, civil engineering and related design, outdoor theme park scene, landscape and supporting design (such as intelligence, hvac, fire protection, power supply system design must fully meet the requirements of building construction, exhibition decoration) tasks, such as historical and cultural background of the specific design should combine SuBei war plan design.

2. Method of Qualification Examination

The bidding for this project adopts the post-qualification examination, and the qualification examination method is: the qualification system.

3. The bid evaluation method

4. Applicant qualification requirements

4.1 Bidder qualification category and grade: Engineering Design Comprehensive Grade A or Construction industry Grade B design qualification or construction industry (Construction engineering) Grade B design qualification;

4.2 Qualification level of project leader to be selected: intermediate (including) or above professional technical title of engineering construction;

4.3 The project leader must meet the following conditions:

4.3.1 The project leader shall not be employed or practice in two or more units at the same time:

(1) Simultaneously sign labor contracts with two or more units or pay social insurance;

(2) To register my (job) qualification certificate in two or more units at the same time;

4.3.2 The project leader has no criminal record of bribery; Or if the bidder has a criminal record of bribery, but it has been more than 5 years since the record date (the statement of no criminal record provided by the bidder is in a self-prepared format).

4.4 Joint bid is not accepted for this project.

4.5 The bidder shall not be under any of the following circumstances:

4.5.1 It is the subsidiary institution (unit) of the tenderee without independent legal person qualification;

4.5.2 Provide the supervisor, agent builder, project manager and tendering agency service for the tendering project;

4.5.3 If both the supervisor, agent builder and procuratorial agency of the tender project are legal representatives, or the two parties hold or participate in shares;

4.5.4 If there is an interest relationship with the tenderer that may affect the fairness of the tender;

4.5.5 The person in charge of the unit is the same person or different units with holding and management relations;

4.5.6 The bidder is in the state of being ordered to suspend business, property being taken over, frozen and bankrupt, and the bidding qualification is cancelled or suspended and within the suspension period;

4.5.7 Those who are restricted by relevant departments to undertake projects in the place where the project is subject to tender due to wage arrears or quality and safety accidents;

4.5.8 The bidder has committed a bribery crime within the recent 3 years and has been recorded, or the legal representative has a bribery crime record and has not exceeded 5 years since the date of record.

4.6 Meet other conditions stipulated in relevant laws, regulations, rules and governmental normative documents.

5. Acquisition of bidding documents, drawings and other materials

5.1 Acquisition time of bidding documents: 8:30 on April 26, 2020 to 17:30 on April 30, 2020;

5.2 Acquisition method of bidding documents: on-site registration. The following materials shall be carried during the registration: a copy of the business license of the enterprise legal person, a copy of the qualification certificate, a copy of the ID card of the authorized agent (all the above materials are stamped with the official seal), the identity certificate of the legal representative or the letter of authorization of the legal representative for the project (the original).

6. Submission of tender documents

6.1 Deadline for bidding: 14:30 on May 18, 2020;

6.2 Bid opening place: Conference room on the first floor of Suqian Santaishan Tourism Development Co., LTD. (West Entrance of Suqian Santaishan, former Santaishan Construction Headquarters)

6.3 The bidder shall submit the response document to the bid opening place before the response deadline (i.e., the response document submission deadline, the same below). The tenderer shall not accept the response documents submitted late.

7. The bidder is not accepted to participate in the bidding

8.1 The bidder has violated laws and regulations and is disqualified from bidding according to law and the time limit has not been reached;

8.2 The administrative department of bidding and tendering has published the restrictions and the time limit has not been reached due to the illegal and illegal behaviors in the bidding activities;

8.3 Other circumstances in which bidding is prohibited in accordance with relevant laws and regulations.
