Announcement of competitive Negotiation on 2020 Electric Power Maintenance and Renovation Project of Santaishan Scenic Spot
Each bidder:
Jiangsu Jiaxing Project Management Co., Ltd. is entrusted by Suqian Santaishan Tourism Development Co., Ltd. to conduct competitive negotiation on the 2020 electric power maintenance and renovation project of Santaishan Scenic Spot. Qualified suppliers are welcome to participate in the negotiation.
I. Project name and serial number
Project name: 2020 Electric power Maintenance and Renovation Project of Santaishan Scenic Spot

Estimated price: about 300,000 yuan
Duration: 365 calendar days
Warranty period: one year from the date of acceptance of a single project. The liability period for defects shall start from the date when the purchaser passes the acceptance inspection. The winning bidder shall undertake the obligation of free repair and maintenance during the liability period for defects.
Payment method: each sub-item of this project shall be checked and accepted separately, and settled quarterly. After being examined by the examining unit, 70% of the audit price of the quantity completed in the previous quarter shall be paid, and 90% of the audit price shall be paid upon expiration of the service period. The rest of the project shall be paid off (without interest) after the completion of the liability period (one year) for all engineering defects of the project and no quality problems.
Construction scope: 1#, 2# 10KV high voltage open and close station, high and low voltage transmission lines, transformer and distribution equipment installation, maintenance, detection and commissioning; Temporary power supply guarantee, installation and construction for major holidays and activities; Repair and transformation of lighting circuits, equipment and lamps, etc. The specific task quantity shall be subject to the task notice of the purchaser.
Ii. Qualification requirements for qualified suppliers
(1) The supplier shall comply with the provisions of Article 22 and Article 17 of the Regulations for the Implementation of the Government Procurement Law of the People's Republic of China in participating in this procurement activity, and shall provide the following materials;
1. Copy of the business license of the legal person or any other organization, tax registration certificate and other supporting documents (or the business license of "three certificates in one" or the legal person certificate of the institution);
2. Financial status report of 2018 or 2019 (refers to the audited financial report of the supplier or the credit certificate issued by the bank, if the supplier has been established for less than one year, it is not required to provide);
3. Materials related to the payment of taxes and social security funds in accordance with the law in any month since August 2019 (refers to the evidence of the supplier's payment of taxes and social security funds in accordance with the law, tax-free or non-payment of social security funds in accordance with the law);
4. Declaration of having the necessary equipment and professional technical ability to perform the contract;
5. A written statement that there is no major illegal record in business activities within 3 years before participating in government procurement activities (counted from the date of competitive negotiation);
(2) Suppliers are not included in the list of persons subject to breach of trust, parties involved in major tax violation cases, and records of serious violations of law and breach of trust in government procurement (subject to the query result of "IV. Supplier Credit Information" in this announcement).
(3) The bidder shall simultaneously meet the following conditions:
1. The bidder shall have grade iii or above qualification for general contracting of electric power engineering or grade III or above qualification for professional contracting of power transmission and transformation engineering, and shall have the license for installation and trial repair of Grade V or above electric power facilities.
2. The person in charge of the project to be selected by the bidder shall have the registered construction engineer qualification level II or above (mechanical and Electrical Engineering major) and the safety production assessment certificate (Class B Certificate);
3. The bidder shall have the conditions for production safety and obtain the production safety license;
4. Meet other requirements stipulated in relevant laws, regulations, rules and governmental normative documents.
(4) Consortium bidding is not accepted for this project.
If the person in charge of the unit is the same person or different suppliers with controlling or management relationship, they shall not participate in the procurement activities under the same contract of the project. Otherwise, the negotiation application will be rejected.
Iii. Bid evaluation methods
This project adopts the lowest evaluation price method. Detailed details are detailed in the bidding evaluation method of competitive negotiation documents.
Iv. Supplier credit information
(1) Credit information inquiry channels are: CreditChina (www.creditchina.gov.cn), China Government Procurement (www.ccgp.gov.cn), Jiangsu Government Procurement (www.ccgp-jiangsu.gov.cn).
(ii) Deadline for credit information inquiry: before the completion of qualification examination.
(3) The way to retain the credit information inquiry record and evidence: the purchaser shall inquire the credit information at the qualification examination site, print the screen shot of the web page, and keep it together with other purchase documents. Page screenshots should contain (or indicate) the page address and network time mark of the query time point. The credit enquiry record (webpage screenshot and "Instructions on the Use of Government Procurement Credit Information Inquiry") shall be signed and confirmed by the agent authorized by the purchaser.
(iv) Rules for the use of credit information: The purchaser discriminates the credit records of suppliers, and refuses to participate in the procurement activities if the supplier is included in the list of persons subject to breach of trust, parties involved in major tax illegal cases, and records of serious illegal and dishonest behaviors in government procurement.
