Each bidder:
Entrusted by Suqian Santaishan Scenic Spot Management Co., LTD., Jiangsu Jianguan Engineering Consulting Co., Ltd. plans to conduct competitive negotiation on the customized and distribution service project of Santaishan Spring, and hereby announces the relevant matters as follows:

Ii. Brief description of the project
(I) This project is a customized and distribution service project of Santaishan Spring water, with a budget of about 150,000 yuan. The main procurement content includes santaishan Spring custom and distribution services.
(ii) Procurement service cycle: one year.
(III) The lowest bid price method shall be adopted for this project: the candidate for the transaction shall be recommended in the order of the response price from low to high which meets the requirements of the negotiation documents and has been evaluated.
3. Qualification requirements for bidders
(I) The bidder's participation in the government procurement activity shall meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China and meet the following conditions:
1. A copy of the bidder's business license and tax registration certificate (or the business license of "three certificates in one" or the legal person certificate of the institution);
2. Financial Position Report for 2017 or 2018. (bidders established less than one year need not provide);
3. Materials related to the payment of taxes and social security funds according to law in any month since January 2019;
4. A written statement that there is no major illegal record in business activities within 3 years before participating in government procurement activities (counted from the date of issuing the public negotiation documents);
5. Declaration of having the necessary equipment and professional technical ability to perform the contract;
6. The supplier shall provide a recent (within three months) test report of bottled (or potable) water;
7. The supplier shall have the Food Production License;
(2) the bidder is not included in the list of persons subject to breach of trust, parties to major tax law cases, and records of serious illegal and dishonest ACTS in government procurement.
(3) Consortium bidding is not accepted for this project.
If the person in charge of the unit is the same person or different units with shareholding and management relations, they shall not participate in the project bidding at the same time. Otherwise, relevant tender is invalid.
