Invitation for Bids for Fence Enhancement (Jinghu South Gate to Qingcui Bridge Section) of Santaishan Scenic Spot in Suqian (Qualification Review)

Suqian Santaishan Tourism Development Co., LTD., has approved the construction of the fence upgrade of Suqian Santaishan Scenic Area (the section from The South gate of Jinghu lake to Qingcui Bridge). The construction fund is self-raised and has been implemented. The project is now open for tender.

1. Project Overview and Bidding Scope:

1.1 Project location: Suqian Santaishan Forest Park;

1.2 Project scale: The fence upgrading of Santaishan Scenic area in Suqian (jinghu South Gate to Qingcui Bridge section), with a total investment of about 500,000 yuan;

1.3 Construction period: 30 calendar days

1.4 Quality requirements: qualified;

1.5 Time and method of payment of progress payment: 70% of the contract price shall be paid after the completion of the project is qualified for acceptance, and 90% of the approved price shall be paid by the developer after the final audit (the settlement shall be based on the audited result of the cost audit institution designated by the developer), and the balance shall be paid after the expiration of the 2-year quality guarantee (interest-free). The contractor shall provide the invoice in full amount before the employer pays.

1.6 The bidding project is divided into one bidding section. The bidding contents are as follows: fence upgrading of Santaishan scenic area in Suqian (Jinghu South Gate to Qingcui Bridge section). (See the bill of Quantities and drawings for details)

2. Method of Qualification Examination

The bidding for this project adopts the post-qualification examination, and the qualification examination method is: the qualification system.

3. The bid evaluation method

This project adopts bid evaluation method: reasonable price random determination of the winning bidder method.

The control price of this project is: FOUR hundred and sixty-four thousand seven hundred and Twenty Yuan forty five (464,720.45 yuan)

The contract price of this project is: FOUR hundred and eighteen Thousand two Hundred and eighty Four Dollars and forty cents only (four hundred and eighteen two hundred and eighty four dollars and forty cents only)

4. Qualification requirements for applicants

4.1 Have the ability to independently conclude contracts;

4.2 Type and grade of the applicant's qualification: grade 3 or above for general contracting of construction projects;

4.3 Qualification level of project person-in-charge to be selected: The project person-in-charge to be selected must have a registered constructor of grade II or above (major in construction engineering), and an effective production safety assessment certificate (Class B certificate);

4.4 Other conditions:

4.4.1 It has independent legal personality;

4.4.2 Enterprises that are not in the state of being ordered to suspend business, being disqualified for bidding or having their properties taken over, frozen or bankrupt;

4.4.3 The enterprise has not been suspended from the bidding qualification and within the suspension period by the relevant departments due to cheating of winning the bid, serious breach of contract or violation of labor contract, payment of workers' wages, occurrence of major project quality and production safety accidents, etc.;

4.4.4 The project leader must meet one of the following conditions:

4.4.4.1 The person in charge of the project is not under construction after the change;

4.4.4.2 If the person in charge of the project is not under construction after the change, and the original contract period has been completed and the change filing date has been completed for 6 months; Or, the project is suspended for more than 120 days due to reasons other than those of the contractor, and the project leader has been changed with the consent of the construction unit;

4.4.4.3 The person in charge of the project has the project under construction, but the project under construction and the project under bidding belong to the same project, the same project approval document, and the same construction site to be contracted out or constructed by stages.

4.5 The authorized agent of the legal representative of the bidder and the person in charge of the project must be the staff of the company, and provide the social endowment insurance certificate of any month handled by the company for the bidder 6 months before the bid, which shall be subject to the endowment insurance certificate issued by the local social security administration department;

4.6 The enterprise has the conditions for production safety and has obtained the production safety license;

4.7 Joint bidding is not acceptable for this project.

4.8 Other requirements as provided for by laws and regulations.

5. Application requirements and acquisition of bidding documents, drawings and other materials

5.2 Materials fee for bidding documents: 200 yuan, non-refundable after sale.

6. Submission of tender documents

6.1 The deadline for submission of tender documents is 15:00on July 5, 2019 at the meeting room on the 3rd floor of Suqian Wenlv Group, No. 288, Huangnan Road, Sucheng District;

6.2 The tenderer shall not accept the bidding documents that are delayed or not delivered to the designated place.

7. The bidder is not accepted to participate in the bidding

7.1 The bidder has violated laws and regulations and is disqualified from bidding according to law and the time limit has not been reached;

7.2 The administrative department of bidding and tendering makes public the restriction and the restriction period has not been reached due to the illegal and illegal behaviors in the tendering and bidding activities.
