The renovation project of Suqian Santaishan Shiquan Hotel has been approved by Suqian Santaishan Tourism Development Co., LTD. The construction fund comes from self-raised funds and has been implemented. The project is now open for tender.
1. Project Overview and Bidding Scope:
1.1 Project location: Suqian Santaishan Forest Park;
1.2 Project scale: Suqian Santaishan Shiquan Hotel Renovation project, with a total investment of about 200,000 yuan;
1.3 Construction period: 25 calendar days
1.4 Quality requirements: qualified;
1.5 Time and method of project progress payment: 50% of the contract price shall be paid upon completion of project acceptance; 75% of the contract price upon completion of the project and acceptance; The completion of the project is qualified and the cost audit is completed and paid to 97% of the approval price; The balance shall be paid as the quality warranty fund in a lump sum (no interest) after the expiration of the warranty period and the absence of quality problems. The final settlement basis of the project payment shall be based on the approval price made by the cost audit institution designated by the tenderee. The contractor shall provide VAT invoice in full amount before the employer pays.

1.7 The controlled bidding price of this project is RMB 228767.5 and the contract price is RMB 192164.7.
2. Method of Qualification Examination
The bidding for this project adopts the post-qualification examination, and the qualification examination method is: the qualification system.
3. The bid evaluation method
This project adopts bid evaluation method: reasonable price random determination of the winning bidder method.
4. Qualification requirements for applicants
4.1 Have the ability to independently conclude contracts;
4.2 Type and grade of the applicant's qualification: the applicant shall have the qualification of third-level or above enterprise for general contracting of construction projects;
4.3 Qualification level of project leader to be selected: certified constructor of Grade II or above (major in construction engineering), and valid qualification certificate of production safety assessment (Class B certificate);
4.4 Other conditions:
4.4.1 It has independent legal personality;
4.4.2 Enterprises that are not in the state of being ordered to suspend business, being disqualified for bidding or having their properties taken over, frozen or bankrupt;
4.4.3 The enterprise has not been suspended from the bidding qualification and within the suspension period by the relevant departments due to cheating of winning the bid, serious breach of contract or violation of labor contract, payment of workers' wages, occurrence of major project quality and production safety accidents, etc.;
4.4.4 The project leader must meet one of the following conditions:
4.4.4.1 The person in charge of the project is not under construction after the change;
4.4.4.2 If the person in charge of the project is not under construction after the change, and the original contract period has been completed and the change filing date has been completed for 6 months; Or, the project is suspended for more than 120 days due to reasons other than those of the contractor, and the project leader has been changed with the consent of the construction unit;
4.4.4.3 The person in charge of the project has the project under construction, but the project under construction and the project under bidding belong to the same project, the same project approval document, and the same construction site to be contracted out or constructed by stages.
4.5 The authorized agent of the legal representative of the bidder and the person in charge of the project must be the personnel of the company, and at the time of bidding, the social endowment insurance certificate for any month from August 2018 to the present provided by the Company shall be subject to the endowment insurance certificate issued by the local social security administration department;
4.6 The enterprise has the conditions for production safety and has obtained the production safety license;
4.7 Joint bidding is not acceptable for this project.

5. Acquisition of bidding documents, drawings and other materials

6. Submission of tender documents

7. The bidder is not accepted to participate in the bidding
7.1 The bidder has violated laws and regulations and is disqualified from bidding according to law and the time limit has not been reached;
7.2 The administrative department of bidding and tendering makes public the restriction and the restriction period has not been reached due to the illegal and illegal behaviors in the tendering and bidding activities.
