Entrusted by Suqian Santaishan Tourism Development Co., Ltd., Jiangsu Lixin Construction Engineering Cost Consulting Co., Ltd. conducts competitive negotiation on the new greenhouse flower house project of Suqian Santaishan National Forest Park. Qualified suppliers are welcome to participate in the negotiation.

1、 Project name and number

（1） Project Name: new greenhouse and flower house project of Santaishan National Forest Park in Suqian

（2） Purchase No.: jslx [2020] 013

（3） Project budget and ceiling price: 319981.78 yuan

（4） Main contents: the construction of greenhouse flower house in Santaishan National Forest Park in Suqian is carried out. See the bill of quantities and construction drawings for details.

2、 Qualification requirements for qualified suppliers

（1） The supplier participating in the government procurement activities shall comply with the provisions of Article 22 of the government procurement law of the people's Republic of China and Article 17 of the regulations for the implementation of the government procurement law of the people's Republic of China, and provide the following materials:;

1. Copy of business license of legal person or other organization and tax registration certificate (or "three in one" business license or legal person certificate of public institution);

2. Financial status report in 2019 (refers to the audited financial report or credit certificate issued by the bank, which is not required to be provided if the supplier is less than one year old);

3. Relevant materials for paying tax and social security funds according to law in any month since November 2019 (refers to the evidence for suppliers to pay tax and social security funds according to law, and provide corresponding supporting documents for those who are exempt from tax according to law or do not need to pay social security funds);

4. A written statement that there is no significant illegal record in the business activities within three years before participating in government procurement activities (calculated from the date of issuance of competitive negotiation documents);

5. The bidder must have the enterprise qualification of grade 3 or above for general contracting of construction engineering;

7. The Bidder intends to assign project leader with class II or above registered constructor (Construction Engineering Major) and Safety Production Assessment Certificate (class B certificate);

8. The bidder shall have the conditions for safe production and obtain the work safety license;

9. The authorized client and project leader of the supplier's legal representative shall be the personnel of the company, and the social insurance certificate of any one month (subject to the certificate issued by the insurance management department of the supplier's location) shall be provided in the response document.

（2） The supplier has not been included in the list of persons who have been executed in breach of trust, the parties involved in major tax violations, and the list of records of serious violations and dishonesty in government procurement (subject to the query results of "IV. bidder's credit information" in this announcement).

（3） Consortium bidding is not accepted for this project.

If the person in charge of the unit is the same person or different suppliers with direct holding and management relationship, they shall not participate in government procurement activities under the same contract. Otherwise, the relevant bids are invalid.

3、 Bid evaluation method

This project adopts the lowest bid evaluation method. For details, please refer to the bid evaluation method of the competitive negotiation document.

4、 Supplier credit information

（1） The channel of credit information inquiry is "credit China"（ www.creditchina.gov.cn ）China government procurement（ www.ccgp.gov.cn ）Jiangsu government procurement network（ www.ccgp-jiangsu.gov.cn ）。

（2） Deadline for credit information inquiry: before the end of qualification examination.

（3） Credit information inquiry record and evidence retention method: the supplier inquires credit information, and puts the webpage screen capture into the response file. The webpage screen capture shall have (or indicate) the page address and network time mark of the query time point.

（4） Rules for the use of credit information: purchasers screen the credit records of suppliers, and refuse them to participate in government procurement activities when they are listed in the list of persons who have been executed for breach of credit, the parties involved in major tax violations, and the list of records of serious violations and dishonesty in government procurement.

5、 Acquisition of competitive negotiation documents
