Santaishan Scenic Spot Electronic commerce system bidding announcement
Suqian Santaishan Scenic Spot Management Co., Ltd. negotiand procured the e-commerce system development and application project procurement of the scenic spot, and hereby announces the relevant matters as follows:
I. Project name
Project name: Competitive negotiation of e-commerce system development and application project in Suqian Santaishan Scenic Spot.
Ii. Brief description of the project
Santaishan Scenic Spot plans to build an e-commerce system for the scenic spot. The project budget ceiling is RMB 400,000 yuan. Any quotation higher than this price is invalid. For each ticket sold by the tenderee through OTA platform, the SMS and traffic fee charged by the winning bidder shall be no more than 0.5 yuan per ticket; Quotations above this price are also invalid.
The e - commerce requirements are detailed in the negotiation document. The documents are provided by the scenic spot and can be downloaded after successful registration.
This project adopts the method of two rounds of quotation and comprehensive bid evaluation.
Iii. Qualification requirements for qualified bidders
Bidders should meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China and meet the following conditions to participate in this government procurement activity:
(1) The bidder must be a legal person or other economic organization with good financial and credit standing and independent civil liability;
(ii) The bidder has no major illegal record in business activities within 3 years before participating in government procurement activities;
(III) Since January 1, 2015 (subject to the date of signing of the contract), the bidder has undertaken the construction project of e-commerce system or other similar achievements with the contract cost of not less than RMB 400,000 yuan (corresponding performance contract shall be provided).
(iv) The bidder authorizes the client to be its official employee, and provides in the bid documents the pension insurance certificate of any month that the bidder has handled for it since June 2016 (the certificate issued by the competent department of social security shall prevail, if the legal representative attends the bid assessment meeting).
If the person in charge of the unit is the same person or different units have holding and management relationship, they shall not participate in the bidding for the same bid section of the project. Otherwise, the relevant tender is invalid.

Note: Suppliers are required to register and participate in the bidding. The tenderer shall not refund the bid security if the supplier does not meet the qualification requirements to register at will or does not participate in the bidding without any reason after registration.

7. The winning bidder shall pay a fee equal to 1% of the bid price as the evaluation fee.
