2. Method of Qualification Examination

3. The bid evaluation method

4. Applicant qualification requirements
4.1 The applicant's qualification category and grade: the applicant shall have the enterprise qualification of grade 3 or above for general contracting of housing construction projects.
4.2 Qualification level of project leader to be selected: Qualified as a registered construction engineer of level 2 or above (construction engineering), and with the qualification Certificate of production safety assessment (Class B Certificate).
4.3 The bidder shall not be under any of the following circumstances:
4.3.1 It is a subsidiary institution (unit) of the tenderee without independent legal person qualification;
4.3.2 Providing the supervisor, agent builder, project manager, and tendering agency and design services for the project;
4.3.3 If both the supervisor, agent and procuratorial agency of the project are legal representatives, or the two parties hold or participate in shares;
4.3.4 Where there is an interest relationship with the tenderer that may affect the fairness of the tender;
4.3.5 The person in charge of the unit is the same person or different units with shareholding and management relations;

4.4.3 The project leader must meet the following conditions:
4.4.3.1 The project leader shall not be employed or practice in two or more units at the same time.
4.4.3.2 project director is after the change of projects under construction, or the project director is changed under construction engineering (must be the original contract period is full and change the record is full on the day of 6 months), or for the contractor to any reason project shutdown or non-start, and has the project director unlock the formalities, or project director of projects under construction, but the projects under construction and the tendering project belongs to the same engineering project, the same batch, the same construction site section contract or installment construction and the overall project scale within the project scope.
4.4.3.3 Project leader has no criminal record of bribery; Or has a criminal record of bribery, but it has been more than 5 years since the date of record.
4.4.4 The authorized agent of the bidder's legal representative and the project leader must be the personnel of the unit, and the social endowment insurance certificate of any month handled by the unit for the bidder within 6 months prior to the bidding shall be provided at the time of bidding, which shall be subject to the certificate issued by the local insurance management department of the bidder.
4.4.5 Consortium bidding is not accepted for this project;

7. Submission of tender documents
