Jiangsu Lixin Construction Engineering Cost Consulting Co., Ltd. is entrusted by Suqian Santaishan Tourism Development Co., Ltd. to conduct competitive negotiation on the new construction project of greenhouse and flower house in Suqian Santaishan National Forest Park. Qualified suppliers are welcome to participate in the negotiation.
I. Project name and serial number
(I) Project name: Suqian Santaishan National Forest Park Greenhouses new project

(3) Project budget and maximum price: RMB 3,19,981.78
(iv) Main Contents: Construction of the new greenhouse and flower house in Suqian Santaishan National Forest Park. For details, please refer to the bill of quantities and the construction drawings.
Ii. Qualification requirements for qualified suppliers
(1) Suppliers shall comply with the provisions of Article 22 and Article 17 of the Regulations for the Implementation of the Government Procurement Law of the People's Republic of China in participating in this government procurement activity, and shall provide the following materials;
1. Copy of business license of legal person or other organization and tax registration certificate (or business license of "three certificates in one" or legal person certificate of institution);
2. Financial status report of 2019 (refers to the audited financial report of the supplier or the credit certificate issued by the bank; if the supplier is less than one year old, it is not required to provide it);
3. Materials related to the payment of taxes and social security funds in accordance with the law in any month since November 2019 (refers to the evidence of the supplier's payment of taxes and social security funds in accordance with the law, tax-free or non-payment of social security funds in accordance with the law);
4. A written statement that there is no major illegal record in business activities within 3 years before participating in government procurement activities (counted from the date of competitive negotiation);
5. The bidder shall have the enterprise qualification level 3 or above for general contracting of construction projects;
7. The project leader to be selected by the bidder shall have registered constructors of grade II and above (major in construction engineering), and shall also have the safety production assessment certificate (Class B Certificate);
8. The bidder shall have the safety production conditions and obtain the safety production license;
9. The authorized trustor of the legal representative of the supplier and the project leader shall be the staff of the company, and the social insurance certificate of any month that the company has handled for the supplier since six months before bid opening shall be provided in the response document (the certificate issued by the insurance administration department of the place where the supplier is located shall prevail).
(ii) Suppliers are not included in the list of persons subject to breach of trust, parties involved in major tax illegal cases, and records of serious illegal and dishonest behaviors in government procurement (subject to the query result of "IV. Bidders' Credit Information" in this announcement).
(3) Consortium bidding is not accepted for this project.
If the person in charge of the unit is the same person or different suppliers with direct shareholding and management relationship, they shall not participate in the government procurement activities under the same contract. Otherwise, the relevant tender is invalid.
Iii. Bid evaluation methods
This project adopts the lowest evaluation price method. Detailed details are detailed in the bidding evaluation method of competitive negotiation documents.
Iv. Supplier credit information
(1) Credit information inquiry channels are: CreditChina (www.creditchina.gov.cn), China Government Procurement (www.ccgp.gov.cn), Jiangsu Government Procurement (www.ccgp-jiangsu.gov.cn).
(ii) Deadline for credit information inquiry: before the completion of qualification examination.
(iii) The method of credit information inquiry record and evidence retention: the supplier shall inquire credit information and put the screen shot of the web page into the response file. Page screenshots should contain (or indicate) the page address and network time mark of the query time point.
(iv) Rules for the use of credit information: The purchaser discriminates the credit records of suppliers, and refuses to participate in government procurement activities if the supplier is included in the list of persons subject to breach of trust, parties involved in major tax illegal cases, and records of serious illegal and dishonest behaviors in government procurement.
5. Acquisition of competitive negotiation documents
